About the workshop
This course ideally to provide training for the dam operator on the monitoring and surveillance of the dam. A well designed and executed instrumentation monitoring program can provide information that is needed for a solid understanding of the ongoing performance of a dam and may help detect early warning signs of trouble. Monitoring programs, including instrumentation, surveillance, and visual inspection, should provide dam owners with the knowledge that a dam is performing as expected and the ability to detect a change in performance. This workshop shall discuss the steps that should be carried out in preparation for a Dam Safety Performance Program, the activities undertaken during the process, and the need for follow-up by after the report has been delivered including:
- Instrumentation and/or monitoring program designs,
- Evaluation of monitoring data and information, and response to unusual monitoring data or information
- Dam safety surveillance and monitoring; details on type of dam safety inspection, the structure of dam, type of instruments, data analysis and the procedures of dam inspection and monitoring.
- Conduct dam surveillance activities at all dam structures.
Dam safety inspection report; Discussion on findings and follow up actions.

Ir. Engku Ahmad Khalil Azhar Engku Mohamed
Assistant Director for Design and Dam Division, Department Irrigation and Drainage
Ir. Engku Ahmad Khalil Azhar bin Engku Mohamed responsible for Dam Surveillance and Monitoring Program covering all 16 dam under DID and involve in Special Team (Flying Squad) under NRECC for inspection of 41 dam categorized as High Risk Dam in Malaysia. He also involved in various dam upgrading and rehabilitation projects, updating dam manuals and emergency procedures. He also has been involved at the forefront of government initiatives to promote dam safety guidance for Malaysian dam owners, consultants and operators.
Ts. Hafizul Fahmi Roslan
Senior Engineer (TNB Genco) Engineering Services – Dam Surveillances & Hydrology
Ts Hafizul Fahmi bin Roslan is a Senior Engineer in Dam Surveillance & Hydrology, Engineering Services Unit at TNB Power Generation Sdn Bhd (GenCo). He has more than 10 years’ work experience with TNB and more than 5 years in Dam Surveillance. He is dam inspector certified by MYCOLD and responsible for conducting the dam surveillance and monitoring program covering various types of dams under TNB GenCo and involve for dam Instrumentation analysis, carry out dam deformation survey and bathymetry survey works. He was a team member in Special Team (Flying Squad) under NRECC Malaysia of 41 dam categorized as High Risk Dam. He also has been involved at the forefront of government initiatives to promote dam safety guidance for Malaysian dam owners, consultants and operators.
Mohd Hafiz Rosni

About the workshop
In recent years, risk assessment is being used worldwide to support dam safety management in a flexible and justifiable way. This methodology allows a comprehensive evaluation of the dam safety and to prioritize future investment, reinforcing dam owner legal protection. In this sense, iPresas teams has more than 15 years of experience in applying this methodology for dam safety, developing specific tools and methods to apply it.
First, in this course the main concepts and steps of this methodology will be explained. Some of the key concepts that will be explained in the course will be:
- main concepts of risk assessment applied to dam safety;
- steps of risk analysis methodology;
failure modes identification; - building quantitative risk models and elaborating input data;
- risk reduction indicators and prioritization of investments for dam safety governance.
Second, a practical case will be solved to evaluate risk in an areal dam using free iPresas software. Risk results will be used to prioritize dam safety investments for these dams, as an example of risk-informed decision-making.
Finally, lessons learned in international cases will be explained in Spain, America, Asia, and Europe. Some examples of how risk results are used to prioritize investments in large portfolios, optimize gate operation rules, and evaluate the effect of climate change on dam safety.

About the trainers
Prof. Dr. Ignacio Escuder Bueno
Past President of the Spanish National Committee on Large Dams (SPANCOLD)
Founder Associate of iPresas (a technology-based SPIN-OFF company of the UPV).
Holds a 6-Year (Bachelor plus Master’s) Degree in Civil Engineering from the Universidad Politécnica of Valencia (UPV, Spain), a Master of Science in Civil Engineering from Wisconsin University (UWM, USA), and a PhD in Civil Engineering from UPV. He is a University Professor (UPV) as well as promoter and founder associate of iPresas (a technology-based SPIN-OFF company of the UPV). He is a co-developer of the software iPresas to perform risk analysis in the field of dam safety.
He is currently the president of the Spanish National Committee on Large Dams (SPANCOLD). He is also a former Chairman of the International Committee on Dams Computational Aspects of the International Commission on Large Dams (ICOLD) since 2011, Secretary-General of ICOLD European Club since 2010.
He has worked as a consultant in works related to safety studies, risk analysis, or design projects concerning more than 70 dams and hydropower facilities in Spain, Venezuela, Perú, Uruguay, the USA, Sweden, and Albania. He has also consulted for the World Bank on hydraulic infrastructure governance strategies design in Chile.
Dr. Adrian Morales Torres
Technical Director, iPresas Risk Analysis
Holds a degree as a Civil Engineer, an MSc in Hydraulic Engineering and Environment, and a PhD in Civil Engineering from the Polytechnic University of Valencia (UPV, Spain). He has more than 10 years of experience in the field of dam safety management, working on the application of a risk analysis methodology for dam safety management for more than 60 dams at national and international levels, owned by public and private entities.
In addition, he is responsible for software development at iPresas, and he has worked on developing other Decision Support Tools for water infrastructures. He is the author or co-author of more than 60 publications, including indexed journal papers, books, chapters, conference papers, and guidelines for dam safety and sustainable water management.

About the Morning Session workshop
For the owners of dams and similar civil structures, managing aging assets is the day-today reality of business. Most dams were built decades ago, and many are reaching the end of their initial design life. Dams and embankments are different from many other classes of aging industrial asset though. Given the obvious and far-reaching consequences associated with dam failure and the potential release of millions of tonnes of water, failure of these structures is without doubt an extreme risk event. It’s not surprising then that owners and operators of dams and embankment structures are increasingly focused on effective risk assessment as part of a thorough mitigation strategy. Due to the high cost of structural and non-structural safety measures, many are seeking out more effective and efficient approaches to dam monitoring based on digital technologies towards artificial intelligence and remote sensing applications.
About the Afternoon Session workshop
The workshop is aimed at familiarizing participants with the application of advanced geophysical investigation techniques including principles, field procedures, data processing & interpretation, capabilities, limitations, and selection criteria for techniques suitable for various types of dams.

About the trainers
Nur Iza Ismail
Senior Geospatial & Remote Sensing Analyst, Geospatial AI Sdn. Bhd.
Nur Iza specializes in satellite image processing and integration, image analysis, and have a vast experience in geospatial analysis. She graduated from Universiti Teknologi Malaysia (UTM) with Bachelor of Science in Remote Sensing. With more than 15 years’ experience as Remote Sensing Specialist and Team Leader.
One of the notable projects she led is satellite imagery processing for the whole of India with total size area of 3 million sqkm within 3 months. She has also participated in numerous projects for both government and private sector that involve analysis of automated features extraction, land cover classification, ground movement and flood risk assessment. She is also very proficient in operating the geospatial software such as ArcGIS, GXL Catalyst, Ecognition, and Global Mapper.
Dr. Fiza Abdul Rahim
Senior Lecturer, Razak Faculty of Technology and Informatics, UTM
Dr. Fiza Abdul Rahim received the Ph.D degree from Universiti Teknologi Malaysia (UTM), in 2016. She is currently a senior lecturer at Advanced Informatics Department, Razak Faculty of Technology and Informatics, UTM. Her area of research specialization and interests include information security, digital forensics, and digital transformation. She is a research member of Multimedia Content Protection Technology (MProtec) at UTM, a research associate of the Institute of Informatics and Computing in Energy (IICE), Universiti Tenaga Nasional (UNITEN) and also an associate member of Green Safe Cities (GreSafe), Universiti Teknologi Mara (UiTM).
Dr. Sanjay Rana
Chief Geophysicist & Managing Director, Parsan Overseas Pvt. Limited
Dr. Sanjay Rana is a geophysicist by profession. He has been working in the field of engineering geophysics for last 33 years. Dr Rana graduated in 1990 from University of Roorkee, now IIT Roorkee, in M Tech (Applied Geophysics), as Gold Medalist. Dr Rana started his career with UP State Government and also worked briefly as Scientist ‘C’ with Department of Atomic Energy. He became an entrepreneur in 1995, starting first ever engineering geophysics company in private sector in India. He presently is Chairman AF Academy & Managing Director, PARSAN, an engineering geophysics company.
He has been instrumental in starting full-fledged operations in private sector providing services like seismic refraction, ground penetrating radar, electrical tomography, seismic tomography, Microgravity, magnetic etc. He has carried out geophysical investigations for more than 2000 projects including projects in India, Afghanistan, Bahrain, Singapore, Qatar, Saudi Arabia, Nepal, Bhutan, Kuwait etc.
Dr. Rana has been instrumental in bringing various technologies in India including Ground Penetrating Radar, High Resolution Tomography, Dam Geophysics and Passive Seismic Tomography etc. He is member of various working committees for development of Code of Practices and Standards, including IRC.
Dr. Rana pioneered use of Dam Geophysics in India in 1998. He has extensive experience of Geophysical Investigations of Dams (Concrete, Masonry & Earthen), having completed geophysical investigations of more than 100 dams. He is also the principal author of the document ‘Guidelines on Geophysical Investigation of Dams’.
