Dam Emergency, Safety and Community: A better tomorrow

Dams play an important role in providing water for irrigation, hydroelectric power, flood control, and recreation. However, with the benefits come risks, and it is essential to ensure the safety and security of communities living near dams. A key aspect of this is proper dam design, construction, and maintenance to minimize the risk of failure and potential damage. In the event of a dam emergency, it is crucial for communities to have evacuation plans in place and for residents to understand the warning signs and evacuation procedures. Regular dam safety drills and awareness campaigns can help ensure that communities are prepared for an emergency.

In Malaysia, the government plays a key role in establishing Dam Safety Act and establishing clear governance and budget for the Dam Safety Program. The Dam Safety Act provides the legal framework for the safe design, construction, operation, and maintenance of dams. The act also defines the responsibilities of various stakeholders, including dam owners, operators, regulators, and government agencies for the safety of the communities. To ensure the effective implementation of the Dam Safety Act, the government must establish clear governance and allocate an adequate budget for the Dam Safety Program.

The Forum brings together stakeholders from dam owners, operators, government agencies, communities, NGOs, and Universities to exchange information and ideas about dam safety and emergency preparedness. The objective is to increase awareness of dam safety, to encourage and promote dam owners’, individual, and community responsibility and best practices for dam safety, and to highlight the steps people can take to prevent future catastrophic dam failures or lessen the impact of a potential failure.

The Forum is designed to share with participants about key tools that will help improve emergency preparedness and enhance communication during dam failures and incidents. Participants will gain a better understanding of the emergency action planning process, including evacuation planning and emergency response methods. We will discuss tools for improving decision-making, preventative actions, and communications during dam incidents and emergencies in a changing climate.
